KATHMANDU, Aug 30: The Judicial Council (JC) and the Judicial Service Commission (JSC) Friday separately recommended altogether 250 names including judges and officials for deploying them as chief returning officers and returning officers in the upcoming elections in the districts. The names were recommended following a request last week by the Election Commission.“The JC´s meeting today [Friday] recommended names of 75 chief district judges as chief returning officers for the respective districts they are currently working in,” Krishna Giri, spokesperson of the JC, told Republica. “And, 86 other judges have been recommended as returning officers.” Similarly, 89 undersecretary-level officials of the judicial service have been recommended for returning officers. Though there are 240 election constituencies across the country, altogether 250 names were recommended because the EC demanded 10 more names for contingency plan. “These names have been submitted to the chief justice, who will endorse them and forward them to the EC through the ministry of law and justice,” said Giri. According to him, the JC recommended the names of districts-based chief judges and judges and the JSC recommended names of other judicial staffers. Top EC officials said they have planned to appoint chief returning officers and returning officers by September 7 and that they will be sent to their respective constituencies by mid-September. The EC also plans to impart necessary training to the chief returning officers and returning officers in all five development regions. The EC will appoint one chief district judge as the chief returning officer in each district while additional district judges and under-secretary level officials from judicial services will be appointed as returning officers for first-past-the-post (FPTP) electoral system. Chief returning officers and returning officers oversee all election related activities in the electoral constituencies.
